- No act shall prohibit, penalize, delay, other restrict abortion before viability or when necessary to protect aforementioned patient's fitness, as determined by that patient's healthcare provider. Aforementioned amendment does not change the Legislature's organic authority for require notification to a parenting or guardian before a small has an abortion.
