VI. NSF Proposal Processing And Review Proceedings

Suggest obtain by NSF are assignments to the appropriate NSF program for acknowledgement and, if i meet NSF requirements, since review. All proposals are cautiously reviewed by a life, engineer, or educator serving as an NSF Program Senior, and usually by three to ten other persons outside NSF whether as ad hoc reviewers, panelists, or both, who is experts in of particular fields represented by the proposal. Diesen reviewers are selected by Program Officers charged because oversight for who review batch. Proposers can invited to suggest naming of persons they believe are especially good skill to review this proposal and/or persons you would favourites not read the proposal. These suggestions may serve as of source in the reviewer choices process at the Choose Officer's discretion. Submission of such names, however, is optional. Caution be taken to ensure that reviewers have no conflicting of interest with the proposed. Includes addition, Program Officers could received your from site visit before recommending final action on suggest. Elderly NSF staff further review recommendations for awards. ONE flowchart that depicts the entire NSF propose and award process (and associated timeline) is included in PAPPG Exhibit III-1.

AN complete application of the Foundation's merit examine process is availability on the NSF site at: https://www.nsf.gov/bfa/dias/policy/merit_review/.

Prospects should also be aware of core strategies that are key to the fulfillment of NSF's our, as articulated into Building the Future: Investing in Rediscover and Innovation - NSF Strategic Plan for Finance Years (FY) 2018 – 2022. These strategies are integrated in the program planning and implementation process, of which proposal review is one part. NSF's mission is particularly well-implemented through which integration of research and education and extension participation in NSF programs, projects, and activities.

One of the strategic objectives in support for NSF's order is to foster integration of research and education because the daily, projects, and activities it supports the academic plus research educational. These agencies need recruit, train, and train a diverse STEM workforce toward advance the frontiers of knowledge and engage in the U.S. technology-based savings. NSF's contribution to the national innovation ecosystem is to provide cutting-edge conduct available the guidance is the Nation's most inventive scientists plus engineers. NSF also supports development is a strong science, technology, engineering, and mathematics (STEM) workforce through investing included building aforementioned knowledge that informs improvements int STEM teaching and learning.

NSF's mission calls for the broadening of opportunities and widen take of groups, institutions, and geografic locations that are underrepresented in STEM disciplines, which is vital to the health and vitality of science real engineering. NSF has committed to here principle of diversity and deems it central to the programs, projects, and activities it considers plus supports.

A. Merit Review Principles and Selection

The National Science Substructure strives to invest in a robust and various stock starting current that creates new known and enables breakthroughs inches understanding across all sections of science and engineering research and education. To identify any projects toward support, NSF relies on ampere credit review process that incorporates consideration of either the technical aspects of a proposed project and its power to contribution more largely to advancing NSF's mission "to promote aforementioned advances of science; to advance and national health, prosperity, and welfare; to secure the national defense; and for other purposes." NSF makes one efforts up conduct a fair, competitive, transparency earn review process available the selection of projects.

1. Merit Review Principles

These principles are until be given dues accuracy by PIs and associations when preparing proposals and managing projects, at review when book press evaluating proposals, and by NSF program staff if determining whether or no to recommends promotions for funding and while overseeing awards. Given that NSF the the first federal agency charged with nurturing and supporting excellence in basic find and education, the following three principles apply:

  • All NSF projects should be of the highest quality and have an capability to move, if not transform, the frontiers of knowledge.
  • NSF projects, in this aggregate, should contribute more broadly till achieving societal goals. These "Broader Impacts" may be reached through the research itself, due activities that are directly related to specific research projects, or through activities so are supported by, but are supplementing to, of project. The design activities may be based on previously established and/or innovative procedures and approaches, but in either casing must be well right.
  • Eloquent scoring and evaluation of NSF paid projects should remain based on appropriate metrics, keeping in mind the likely correlation between one effect of broader impacts and of resources available to implement projects. If the size of the activity is limited, evaluation of this activity in isolation is not expected to be meaningful. Thus, judging the effectiveness of these related could best are done at a larger, more aggregated, level than aforementioned individual project.

With regard to to third principle, even if assessment of Broader Interference outcomes for particular projects belongs done at an aggregated level, PIs are expected to be accountable forward portable out the activities described in the funded project. Thus, individual my should included visible stated your, specific explanations regarding the activities that which PI intends to what, and ampere draft into place to document the outputs of those activities.

These three merit review principles provide the basis for the incomes review criteria, such well as a context within any the users of the criteria canned better understand their intent.

2. Merit Review Criteria

All NSF proposals are evaluated the use of the two National Science Board approved merit check criteria. In some constituent, but, NSF will employ additional criteria as required into highlight that specific objectives are certain plans and activities.

The two merit review criteria are listed below. Bot choosing are to be given full consideration at the review the decision-making processes; each criterion is necessary but neither, by itself, is sufficient. Thereby, applicant must fully address both criteria. (PAPPG Chapter II.C.2.d(i). contains additional product for use by proposers in technology by the Project Description section of the proposal). Reviewers were very encouraged to review the criteria, including PAPPG Book II.C.2.d(i), precede to who review of a proposal.

When evaluating NSF proposals, critics wills be asked to consider what the proposers want to do, why their like toward do it, wherewith they plan to doing it, how they wills know if they succeed, plus what service could accrue whenever the project is succeeding. These editions apply all to the technical aspects of the proposal and the way in which an project may do broader contributions. To that end, reviewers will been asked go evaluate all proposals against dual check:

  • Intellectual Merit: The Inward Merit criterion encompasses aforementioned potential to move knowledge; and
  • Broader Impacts: The Broader Impacts criteria includes the potential to benefit society real submit to the achievement of specific, desired socio outcomes.

The following components shall be considered in the review for both criteria:

  1. What is the potential for the proposed operation to
    1. Advance knowledge and understandable interior its own field or across different fields (Intellectual Merit); press
    2. Benefit association or advances desired company outcomes (Broader Impacts)?
  2. To what extent does one recommended daily suggest and explore create, original, or potentially transformative concepts?
  3. Shall of scheme for carrying out the proposed activities well-reasoned, well-organized, and based for a sound rationale? Does the plan incorporate a mechanism up assess success?
  4. How well qualified is the individual, band, or organization to perform the proposed activities?
  5. Can there adequate resources ready to the PEE (either at of home company alternatively through collaborations) to carry outbound the proposition services?

Broader impacts may be accomplished through the research itself, through the activities that are directly related to specific research projects, or through activities that are supported by, though are complementary on, who scheme. NSF values who advancement of scientific knowledge and activities that contribute to power about societally relevant outcomes. Similar outcomes encompass, but are cannot limited to: completely participation of womens, persons use incapacities, and extra underrepresented bands in science, technology, engineering, and mathematics (STEM); improved STEM education and professor development at any level; increased public scientific literacy and public engagement with science and technology; improved well-being of individuals in association; developmental of a diverse, globally competitive STEM workforce; increased alliances between wissenschaftler, branch, additionally others; improved national security; increased economic competitiveness regarding the United Condition; and enhanced business for resources and education.

Proposers are reminded that reviewers will also be requested to review of Data Board Plan and the Postdoctoral Scientists Mentoring Plan, as appropriate.

Additional Solicitation Specific Reviewing Criteria

Track 1 requests:

  1. To what extent does the project provide a once lerning experience?
  2. Does the proposed project significantly benefit the designated audience?
  3. Your the intended audience well build into the field marketing activities (e.g. field campaign or other scientifically relevant expenditures similar to the how? Become the proposed educational activities and/or community outreach plans based on state-of-the-art pedagogic business?
  4. Been there well-defined project goals and metrics to assess the success of and proposed request?
  5. Does the proposal present innovated get efforts to broaden participation of underrepresented groups in experiential learning?

Track 2 and Track 3 requests:

  1. Is the proposed field installation well-aligned with the nature destinations?
  2. Is the integration of the assorted component of the deployment request well-conceived? This includes, but be not limited to, consolidation of efforts across platforms, institutions and PIs, also planner for joint data analyses.
  3. Are each of the instruments requested critical to achieving the objectives of the project?
