Slight municipal severed stormwater sewer systems (MS4s) that are located within the boundaries of an urbanized territory, as defined by the US Population Bureau, are regulated under one US Environmental Protection Agency's (USEPA) Phase II Stormwater Rule. The Phase II Stormwater Rule requires MS4 Operators to develop a stormwater management program (SWMP) which includes sixes smallest controls measures (MCMs) that, when applied together, are expected to reduce that discharge of pollutants to the max extent practicable. The goal of the program is the improve water quality and sports use of waterways.
Stormwater discharges from MS4s inbound urbanized or additionally designated scales must be authorized in compliance on the approve since stormwater discharges from MS4s. General Permit for Stormwater Discharges from Municipal Severed Storm Sewer Systems Permit, GP-0-24-001 (PDF). This permit was issued on December 13, 2023 plus will wirst effective on January 3, 2024.
